Immigration Reform
To: Sen. Hagerty, Rep. Fleischmann, Sen. Blackburn
From: A constituent in Chattanooga, TN

I am writing to urge you to support a comprehensive, pragmatic approach to immigration reform—one that restores order to our system, strengthens our economy, and reflects both the rule of law and our national values. For too long, immigration policy has been addressed in fragmented, reactive ways. The result is a system that is overwhelmed at the border, inefficient in processing legitimate claims, misaligned with labor market needs, and uncertain for millions of people already contributing to our communities. A durable solution requires a balanced, comprehensive package that addresses all of these realities at once. I encourage you to consider legislation built around the following core components: First, restore order and efficiency at the border. This means investing in personnel, technology, and infrastructure while also dramatically increasing the capacity of immigration courts and asylum officers. Claims should be processed in months—not years—so that those with valid claims are protected and those without are promptly and fairly removed. Second, modernize the asylum system. Clear, consistent standards and timely adjudication are essential to maintaining credibility. Regional processing partnerships and lawful entry channels can reduce pressure on the border while ensuring humanitarian obligations are met. Third, establish an earned pathway to legal status for long-term undocumented residents. Individuals who have lived in the United States for years, passed background checks, paid taxes, and demonstrated commitment to their communities should have a structured opportunity to regularize their status. This should include clear benchmarks such as work history, English proficiency, and civic knowledge. Fourth, update legal immigration to reflect economic reality. Key sectors—including agriculture, healthcare, construction, and service industries—depend on immigrant labor. Expanding and modernizing visa programs, while reducing backlogs in both family- and employment-based systems, would strengthen economic growth and reduce incentives for unauthorized migration. Fifth, implement consistent workplace enforcement. A nationwide employment verification system must be paired with strong protections against worker exploitation, ensuring that employers follow the law without creating new vulnerabilities for workers. Finally, prioritize enforcement resources effectively. Federal efforts should focus on serious criminal activity, national security threats, and repeat immigration violations, rather than broadly targeting otherwise law-abiding individuals who are integrated into communities. No single element of this framework will succeed in isolation. Border security without legal pathways will continue to strain the system. Legalization without enforcement will fail to maintain public confidence. Only a comprehensive, balanced approach can produce lasting results. This is not an easy issue, but it is a solvable one. I urge you to engage in good-faith negotiations and support a comprehensive reform package that reflects both practicality and principle. Thank you for your time and your service.
