The FCC was not created to punish editorial decisions or coerce favorable war coverage. Broadcast licensing authority exists to ensure technical compliance and service to the public—not to intimidate journalists or influence news coverage. Using that authority to pressure stations because of their reporting would represent a serious abuse of regulatory power.
