I am writing to urge you to support the recently passed House bill that requires businesses to disclose their use of artificial intelligence in content creation. This crucial legislation updates the Unfair Trade Practices and Consumer Protection Law of 1968, ensuring Pennsylvanians are informed when encountering AI-generated text, images, audio, or video. In our rapidly evolving digital landscape, it's imperative that consumers have the information they need to make informed decisions and protect themselves from potential scams or fraud. As the bill's prime sponsor, Rep. Chris Pielli, rightly points out, Pennsylvanians have a fundamental right to know when they are interacting with AI-generated content. This legislation is not without precedent. Several other states have already implemented similar mandates for public disclosure of generative AI use. By passing this bill, Pennsylvania would join the forefront of consumer protection in the digital age, setting a standard for transparency and accountability. The bill also includes a critical provision to prevent defendants from arguing that AI-produced child sexual abuse material isn't illegal, closing a potential loophole in our legal system. This demonstrates foresight in addressing the complex ethical and legal challenges posed by advancing AI technology. While the Pennsylvania Chamber of Business and Industry has expressed concerns about potential class-action lawsuits, I believe the benefits of consumer protection and transparency far outweigh these concerns. The simple act of disclosure should not be overly burdensome for businesses acting in good faith. As AI technology continues to advance at a rapid pace, it's crucial that our laws keep up. This bill represents a proactive step in preventing a future where people are unable to distinguish between AI and human interactions. By supporting this legislation, you will be championing consumer rights and helping to build trust in our increasingly AI-influenced world. I strongly encourage you to vote in favor of this bill when it comes before the Senate. Your support will help protect Pennsylvanians and position our state as a leader in responsible AI governance.
