As federal agencies implement the GENIUS Act and transition our nation’s economy toward digital dollars and stablecoins, financial access is rapidly moving to automated electronic payment rails. While modernizing payment infrastructure is necessary, protecting citizens' civil liberties, purchasing power, and safety within these digital systems is essential. I am writing to urge you to introduce and support federal legislation establishing strict oversight, consumer protections, and strict law enforcement standards for digital payment networks. Specifically, Congress must enact legislation that: 1 Establishes an independent, bipartisan oversight commission tasked with auditing government agencies, financial institutions, and stablecoin issuers to prevent political bias, financial surveillance, and the misuse of public or private stablecoin funds. 2 Mandates strict anti-crime controls ensuring stablecoins and digital currency architectures cannot be weaponized for human trafficking, money laundering, financial fraud, or illegal exploitation. 3 Prohibits stablecoins from being used to commodify or restrict access to basic human necessities—including public water, food supplies, housing, and critical energy utilities—and forbids intentionally designing payment systems that force hyper-inflated infrastructure burdens onto everyday consumers' stablecoin wallets. 4 Prohibits financial institutions and stablecoin service providers from freezing, blacklisting, or terminating a citizen's digital wallet or account based on lawful political speech, personal beliefs, or social media activity. 5 Mandates strict judicial oversight and due process standards before any individual's financial assets can be frozen, restricted, or seized by private entities or government agencies. 6 Protects accessible proof-of-identity options for unbanked and low-income Americans so that strict regulatory compliance does not lock vulnerable citizens out of basic economic participation. Access to money, food, water, and essential utilities is fundamental to survival. Allowing private corporations or administrative agencies to use financial access for speech control or essential resource exploitation—while failing to prevent illicit trafficking and fraud—violates core American principles. Please act to safeguard financial privacy, demand independent oversight, and preserve basic civil liberties.
