I am writing to urge you to vote against any Continuing Resolution for the Department of Homeland Security unless it includes substantial reforms to ICE and Border Patrol. These agencies are operating without accountability and are endangering the public. I ask that you support only a funding bill that includes meaningful structural and legal changes, including:
- Zeroing out ICE’s appropriations funding
- Repealing H.R. 1’s $170 billion allocation for ICE and Border Patrol
- Requiring agents to remove masks and display visible identification
- Prohibiting arrests without judicial warrants
- Banning roving patrols, racial profiling, and arrest quotas
- Prohibiting enforcement actions at polling locations, schools, day care centers, medical facilities, and other sensitive locations
- Returning Border Patrol officers to the border
- Establishing independent inspection and oversight of all detention facilities to ensure humane treatment
- Prohibiting the detention and deportation of children
- Banning the use of surveillance technology to track individuals
- Ending the use of deadly force and the detention or deportation of U.S. citizens and lawfully present immigrants
Congress has a responsibility to exercise oversight and enforce the law. I expect you to support investigations and accountability measures for agents who violate legal or constitutional standards.
