Restore the Voting Rights Act After Louisiana v. Callais

To: Sen. Cruz, Rep. Casar, Sen. Cornyn

From: A constituent in Manor, TX

April 29

The Supreme Court's decision in Louisiana v. Callais has gutted the Voting Rights Act by declaring race-conscious redistricting unconstitutional. Congress must act immediately to restore meaningful protections for voters of color. I need to know what you will do to ensure every citizen in your district and across the country can exercise their right to vote. Section 2 was the last safeguard after Shelby County eliminated preclearance in 2013. Now that backstop is gone. Without enforceable protections, state legislatures can draw maps that dilute minority voting strength with virtually no federal oversight. Analysts project up to a quarter of the Congressional Black Caucus and roughly a tenth of the Congressional Hispanic Caucus could lose their seats to discriminatory redistricting that would previously have violated Section 2. This ruling doesn't just affect Louisiana. It threatens representation nationwide and could undermine disparate-impact frameworks in employment and housing law. The Court has prioritized formal colorblindness over the substantive equality the Reconstruction Amendments were designed to guarantee. Will you introduce or co-sponsor legislation to restore Section 2's enforcement power? Will you support a new preclearance formula? The right to vote means nothing if districts are drawn to silence communities of color. I expect a concrete answer about your plan to protect voting rights.
