Urgent Action Needed: Protect Constitutional Limits on Executive Power

To: Rep. Jayapal, Sen. Cantwell, Sen. Murray

From: A constituent in Seattle, WA

October 9, 2025

I am writing to express my deep concern over recent statements made by White House deputy chief of staff Stephen Miller during a CNN interview regarding the deployment of National Guard troops to U.S. cities. Miller's abrupt silence after mentioning "plenary authority" raises alarming questions about the administration's understanding of executive power limits. The concept of plenary authority—total and unchecked control—is fundamentally at odds with the principles of our constitutional democracy. Our system of government is built on checks and balances, not unlimited executive power. The fact that a high-ranking White House official even considered invoking such authority is deeply troubling and demands immediate congressional scrutiny. This incident is not merely about a misspoken word; it potentially reveals an underlying mindset within the administration that could threaten the very foundations of our republic. The President's continued testing of executive authority in troop deployment within the U.S., as mentioned in recent reports, only amplifies these concerns. I urge you to take immediate action to investigate this matter and reaffirm the constitutional limits on executive power. Specifically, I request that you: 1. Call for a congressional hearing to question Stephen Miller and other relevant officials about the extent of the administration's claims to executive authority. 2. Introduce or support legislation that clearly defines and limits the President's power to deploy troops domestically under Title 10 of the U.S. Code. 3. Issue a public statement reaffirming your commitment to upholding the Constitution and resisting any attempts to expand executive power beyond its legal bounds. The stakes could not be higher. Our democracy depends on maintaining the delicate balance of power enshrined in our Constitution. We must act swiftly and decisively to prevent any drift towards autocratic governance. The future of our nation's democratic ideals hangs in the balance, and your leadership on this issue is crucial. I look forward to hearing about the concrete steps you will take to address this urgent matter. The time to act is now, before we find ourselves on a path that betrays the core values of the United States.
