This unilateral action undermines the constitutional authority of Congress over federal spending and jeopardizes the wellbeing of millions of Americans who rely on these grants. The impact will be felt acutely by vulnerable populations like children, seniors, low-income families, and those with disabilities who depend on grant-funded programs for basic needs. State and local governments, non-profit organizations, and research institutions will also face disruptions that could set back important initiatives and projects.
