I am writing as a concerned constituent from Honolulu, Hawaii to urge you to support and help pass legislation requiring the American Israel Public Affairs Committee (AIPAC) to register as a foreign agent under the Foreign Agents Registration Act (FARA) of 1938. Specifically, I ask for your support of H.R. 8809, the Americans Insist on Political Agent Clarity Act (also known as the AIPAC Act), introduced by Representative Thomas Massie on May 14, 2026. FARA requires agents of foreign principals to disclose their activities, funding, and relationships with foreign governments to promote transparency in how foreign interests influence U.S. policy. This law helps ensure that the American public and elected officials understand when lobbying advances the interests of another nation. AIPAC is one of the most powerful lobbying organizations in Washington, actively shaping U.S. foreign policy and providing substantial campaign support to candidates. Its activities often align closely with the policy objectives of the Israeli government. Critics, including historical precedents with AIPAC’s predecessor organizations, argue that this warrants registration to provide full disclosure of any coordination, funding sources, and meetings with foreign officials. Requiring registration would not restrict free speech or advocacy by Americans who support a strong U.S.-Israel relationship. It would simply enforce transparency, similar to requirements for other foreign lobbying groups. This aligns with core American principles of accountable government and informed citizenship. The bill closes loopholes that allow domestic entities to principally advance foreign interests without the required disclosures. As your constituent, I believe greater transparency in foreign influence strengthens our democracy and ensures U.S. policy prioritizes American interests. I respectfully request that you cosponsor H.R. 8809 (or a Senate companion if applicable), support its passage, and advocate for stronger FARA enforcement overall.
