Reject CORCA: Protect Civil Liberties and Stop Mass Surveillance I am writing as your constituent to urge you to vote NO on the Combating Organized Retail Crime Act (CORCA) and reject its inclusion in any upcoming budget or spending package. While introduced under the guise of fighting shoplifting, CORCA represents an unwarranted expansion of the federal surveillance state. The bill grants broad authority to the Department of Homeland Security (DHS) and Immigration and Customs Enforcement (ICE) to deploy advanced monitoring technology across public commercial spaces. Under this legislation, everyday activities—such as picking up groceries or visiting local shopping centers—could subject residents to unchecked location tracking and personal data collection. ICE and DHS already operate with minimal transparency and accountability. Granting these agencies expanded powers to gather and share personal data risks severe civil liberties violations and abuse. Furthermore, slipping this controversial proposal into a must-pass budget bill undermines standard democratic oversight and debate on critical privacy protections. Protecting retail businesses does not require expanding warrantless federal tracking over law-abiding individuals. I strongly urge you to protect our constitutional rights, oppose CORCA, and vote against its passage.
