Block ERO One, ICE's $100 Million Domestic Surveillance Program

To: Sen. Cornyn, Rep. Casar, Sen. Cruz

From: A constituent in Manor, TX

October 20

Block ERO One before it becomes law. ICE is seeking $100 million to deploy 142 intelligence specialists across 27 cities, conducting all-source analysis, network and relationship mapping, and threat assessments using classified and unclassified data on individuals, organizations, and their associations. The ACLU has already called this "dangerously like the construction of an internal spying agency." That description is accurate. This is not targeted law enforcement. It is a nationwide domestic intelligence apparatus, built to surveil communities, map relationships, and feed a deportation machine with no meaningful check on how that information is gathered, interpreted, or acted upon. Even a former official involved in the program warned that sophisticated analytical systems can make "questionable information" look like certainty, and that lives will be affected before conclusions are verified. That is not public safety. That is state power operating without accountability. History is clear about what governments become when they build secret intelligence networks to monitor their own people. This country rejected that model. Oppose ERO One in every budget, authorization, and oversight proceeding available. The time to stop this is now, before the contracts are signed and the analysts are in the field.
