Domestic Manufacturing & Supply-Chain Resilience Incentivize onshoring of critical industries—semiconductors, clean-energy components, biotech—through targeted tax credits, workforce training grants, and public-private partnerships to create high-quality jobs and lower consumer costs . Establish a permanent Supply Chain Resilience Working Group at Commerce to forecast disruptions, map vulnerabilities, and coordinate government-industry responses . 2. Secure, Efficient Border Management Build on the Subterranean Border Defense Act (H.R. 495) to require annual CBP reports on tunnel threats, ensuring Congress has oversight of illicit cross-border operations . Expand vetted worker visas for agriculture, construction, and tech, paired with enhanced biometric screening and real-time data sharing with state and local partners . 3. Infrastructure for Every Community Allocate BIL funds ($973 billion through FY 2026) to close the rural-urban broadband gap, modernize power grids for climate resilience, and expedite permitting for both renewable and conventional energy projects . Upgrade ports, highways, and rail to ease freight bottlenecks, cut shipping costs, and create construction-phase jobs nationwide . 4. Policy Stability via Legislative Codification Reduce executive-branch whiplash by codifying major reforms—immigration adjustments, environmental permitting rules, regulatory streamlining—into statute for consistent, transparent governance . Support bipartisan bills like the Energy Permitting Reform Act to set clear timelines (e.g., 150-day limit for project reviews) and durable standards . 5. Veterans & Military Families Build on the recent passage of seven veterans’ bills (e.g., Survivors Act, GI Bill fairness, cancer-study mandates) to tackle VA staffing shortages, expand telehealth, and secure concurrent retirement and disability pay .
