The proposed No Rogue Rulings Act of 2025 (NORRA) would severely restrict the ability of federal district courts to issue injunctive relief, allowing such orders only in limited circumstances directly impacting the parties before the court. This extreme measure undermines the checks and balances fundamental to our democracy by drastically curtailing the judiciary's power to hold the other branches accountable. The bill represents an alarming overreach that jeopardizes civil liberties and the rule of law. NORRA disregards the crucial role of nationwide injunctions in swiftly halting unconstitutional executive actions that cause widespread harm. Without this crucial tool, irreparable damage could be inflicted on individuals and communities before cases make their way through the entire judicial system. The bill would enable unlawful policies to remain in effect for extended periods, infringing on the rights of all Americans. Furthermore, the proposed three-judge panel process is deeply problematic. The random selection method politicizes the judiciary and introduces arbitrary decision-making contrary to our nation's principles of equal justice under the law. This misguided legislation upends longstanding judicial norms and concentrates power in the hands of the political branches at the expense of impartial constitutional oversight. I urge you to steadfastly oppose the NORRA act to safeguard American democracy and the system of checks and balances integral to preserving liberty and justice for all.
