Investigate Palantir's Access to Protected Health Information

To: Sen. Fetterman, Sen. McCormick, Rep. Kelly

From: A constituent in Butler, PA

January 29

I am writing to urge you to investigate Palantir Technologies' potential violations of the Health Insurance Portability and Accountability Act and to ensure this company cannot access protected health information without proper oversight and accountability. Palantir, a company with deep CIA connections, has built its business model on AI surveillance systems originally designed for military kill chains. These are ISTAR systems (Intelligence, Surveillance, Target Acquisition and Reconnaissance) that use artificial intelligence to determine targets. The company has provided technology to ICE for immigration enforcement operations and to the Israeli Defense Forces for surveillance operations in Gaza. Former employee Juan Sebastian Pinto has publicly exposed how Palantir operates in what military strategists call the cognitive domain, where data manipulation and surveillance extend far beyond traditional applications. The expansion of Palantir's surveillance capabilities into healthcare data represents a dangerous escalation. HIPAA exists to protect some of our most sensitive personal information from misuse. A company that has proposed covert operations to discredit journalists, that has enabled family separation at the border, and that CEO Alex Karp has publicly defended without transparency about its targeting systems should not have access to Americans' medical records. Recent deployments of Palantir-connected surveillance systems in American cities including Denver, Los Angeles, and Chicago demonstrate how quickly this technology spreads without democratic consent or public understanding. Healthcare data in Palantir's hands could be weaponized for immigration enforcement, used to build profiles on activists and dissidents, or integrated into broader surveillance networks that track Americans without warrants. I am asking you to demand a full investigation into Palantir's current and proposed access to any healthcare data, to strengthen HIPAA enforcement mechanisms, and to support legislation that explicitly prohibits companies with military and intelligence contracts from accessing protected health information. Our medical privacy cannot become another data point in a surveillance kill chain.
