Proposing an Amendment to the Constitution of the United States: 'The Dependency Through Scarcity Act' We, the People of the United States, declare that human dignity, bodily integrity, and economic self-determination are unalienable rights that supersede corporate profit. Because unbridled capitalism inherently rejects moral constraints, this Article establishes permanent, unchangeable constitutional boundaries to prevent corporate, military, and private entities from weaponizing artificial scarcity, predatory marketing, and institutional dependency against the public. Massive accumulated wealth shall never grant any entity the right to exploit human existence or widen class divides through manufactured vulnerability. Section 1: Jurisdictional and Corporate Reach The provisions of this Amendment shall apply to all entities chartered, operating, or directly or indirectly generating revenue from consumers within the United States, regardless of foreign shell structures or offshore re-incorporation. This jurisdiction explicitly extends beyond Earth’s terrestrial boundaries to include all activities, assets, and commerce conducted by these entities in Earth’s atmosphere, subterranean domains, the lunar surface, and all orbital or deep-space territory. Section 2: Protection of Human and Bodily Integrity Every individual possesses absolute sovereignty over their body, cells, organs, genetic data, and biometrics. 1 The only absolute prohibitions under this framework shall be direct or indirect fraud, theft, murder, torture, human trafficking, and sexual slavery. Any entity found guilty of these violations, or the non-consensual harvesting of biological material, shall face immediate federal prosecution, mandatory life imprisonment, total corporate asset forfeiture for reparations, and eligibility for the federal death penalty. 
 2 The weaponization of "sex sells" narratives to intentionally degrade human dignity or force predatory consumer dependency is strictly prohibited. 
 3 These protections apply unconditionally to all individuals, guaranteeing total equality of human rights regardless of sex, gender, race, skin tone, age, religion, morals, or ethics. 
 Section 3: Eradication of Engineered Scarcity, Monopolies, and Open Trade Corporate entities are barred from engineering artificial scarcity—including the intentional withholding of healthcare, utilities, essential consumer goods, or technology—for the purpose of driving up prices, causing artificial inflation, or forcing public dependency. 1 Access to basic fundamentals of survival and technology shall not be monopolized; critical infrastructure and foundational advancements must be shared equitably to serve the common good. 
 2 No single corporation or private monopoly shall have the power to block, restrict, or lobby against a consumer's right to purchase goods from international markets, including China, or restrict a consumer's right to repair, transfer, or exit a proprietary platform. 3 Corporations and their executives shall be held criminally and civilly liable for manipulating financial markets to induce economic depression or wealth extraction. 
 Section 4: Strict Regulation of Utilities and Public Resources Public and private utility providers (including water, electricity, gas, and foundational internet access) are strictly prohibited from exploiting their position as single-option providers to extort consumers. 1 Utilities may not introduce predatory convenience fees, unannounced rate hikes, or automated cost-shifting payment rules that target vulnerable populations. 
 2 Access to life-sustaining utilities is a fundamental right and cannot be disconnected or throttled without direct authorization from an independent, publicly elected magistrate following an open hearing. 
 Section 5: Pre-Market Safety Mandates for Emerging Technologies No entity shall deploy, distribute, or integrate new emerging technologies—including advanced artificial intelligence, synthetic biology, automated machinery, or geoengineering tools—into the public domain to be "tested after release." 1 All new technologies capable of impacting public safety, labor displacement, or cognitive health must undergo mandatory, independent, third-party testing and receive public clearance before commercial or public deployment.
 2 The burden of proof rests entirely on the developing entity to prove the technology causes no direct or indirect harm to human health, privacy, or economic stability. 
 Section 6: Financial and Digital Sovereignty The right of the people to be secure in their financial assets and personal data shall not be violated. 1 Financial institutions are prohibited from conducting pervasive, non-consensual data surveillance on consumer habits. 
 2 No bank or financial services provider may freeze, close, or restrict a citizen’s account under pressure or without an immediate, transparent investigation for fraud or theft. 
 3 If an account is frozen, the institution must establish probable cause before an independent magistrate within 48 hours, or the assets must be released. 
 Section 7: Public Oversight and Civic Accountability To ensure enforcement, there is hereby established the Independent Citizens’ Commission, elected directly by the people. Any council formed under this Commission must incorporate diverse, independent, and tripartisan political representation to prevent partisan corporate capture. This Commission shall have full subpoena power to investigate corporate wrongdoing both domestically and in off-world operations. If a tripartisan consensus cannot be reached within 90 days, vacant seats shall be filled via civic lottery by eligible citizens. Section 8: Prohibition of Privatized Escape from Justice No public utility, essential service, infrastructure project, or off-world colony funded or subsidized by the public may be fully privatized to shield corporate leadership from transparency, public oversight, or legal liability.
