The War Powers Resolution lets the president initiate military action when a) Congress declares war, b) there's other *specific* congressional authorization, or c) there's "a national emergency created by attack upon the United States, its territories or possessions, or its armed forces." "a" and "b" have not happened, so the question is this: Which specific Iranian attack on the U.S. created which "national emergency" that permits this response?
