We, the undersigned residents of Illinois, petition our elected representatives to pass legislation enacting a statewide ban on Flock Safety technology and all automated license plate reader (ALPR) networks. ​Mass, automated vehicle surveillance undermines fundamental constitutional protections, including Fourth Amendment rights against warrantless tracking. Flock cameras operate continuously, capturing the location of millions of innocent citizens every day without individualized suspicion or probable cause. This infrastructure builds a centralized database that traces our daily movements—to places of worship, medical clinics, schools, and private homes. ​Furthermore, current data-sharing networks allow local camera feeds to be accessed across state lines or by third parties. This poses serious risks to personal privacy, reproductive freedom, and civil liberties, exposing residents to out-of-state surveillance and potential data breaches. Warrantless bulk surveillance fails to strike a proper balance between public safety and human freedom. ​WE PETITION OUR LEGISLATORS TO: 1, ​Prohibit state and municipal agencies from purchasing, leasing, or operating Flock Safety cameras or similar ALPR systems. 2, ​Require the immediate dismantling of existing camera arrays and the secure purging of all accumulated driver location data. 3, ​Enforce strict penalties for government entities or private vendors that gather or trade bulk location data on Illinois drivers.
