I urge you to reject H.R. 8282, which seeks to impose sanctions on the International Criminal
Court for investigating potential war crimes committed by U.S. personnel or allies.
Attempting to shield American citizens and allies from accountability for heinous acts
undermines the rule of law and erodes our nation's moral standing. The ICC plays a vital role
in holding perpetrators accountable when national courts are unwilling or unable to do so.
Exempting the U.S.and its allies from its jurisdiction enables a culture of impunity that betrays our
democratic values of justice and human rights. We must allow impartial investigations into
credible allegations of war crimes to uphold the international legal order and prevent future
atrocities. Respect for the ICC bolsters America's credibility in advocating for human rights
globally.
