I am writing to demand absolute moral clarity and decisive leadership from you on one fundamental, indisputable fact: Russia started the war in Ukraine — and Russia alone can end it. There is no ambiguity. There are no “both sides.” There are no excuses.
If Russia wants this war to end, Russia must retreat. Fully. Immediately. And without conditions. Full stop.
This war did not happen by accident. Ukraine did not provoke it. Ukraine did not invade another nation. Russia crossed an international border, bombed cities, murdered civilians, displaced millions, and continues its campaign of destruction. Vladimir Putin chose this war. And he can choose to end it — by leaving Ukraine entirely.
For decades, the United States has claimed to stand for sovereignty, democracy, and the rule of law. That commitment is meaningless if our leaders cannot say plainly what the entire world already knows: territorial conquest through violence will never be legitimate. Silence, hedging, and vague language only embolden aggressors.
You must speak with one clear, unified voice:
If Russia wants peace, it must withdraw every single soldier from Ukrainian territory. No negotiations under occupation. No rewards for aggression. No normalization of war crimes.
This is not “taking sides.” This is standing on the side of international law, human rights, and basic decency. Allowing Russia to keep stolen land would signal to every authoritarian regime that invasion works — and that America’s principles are negotiable.
The United States must not — and cannot — send that message.
Russia started this war.
Russia can end this war.
And the first step is simple: Get out of Ukraine.
The world is watching. History will remember who spoke clearly — and who chose cowardice.
Choose courage.
