I am writing to express my strong opposition to the Lindsey O. Graham Sanctioning Russia Act of 2026 (S. 1241 / H.R. 2548) currently before Congress. While framed as a targeted measure against foreign adversaries, this legislation is a dangerous Trojan horse that cedes unprecedented economic authority to President Trump.  The broad and vague language in this bill creates alarming loopholes. By granting sweeping discretionary power over tariffs, it allows President Trump to bend statutory definitions to his will, expanding executive authority far beyond its intended scope. Instead of holding adversaries accountable, this unchecked mandate empowers the White House to unilaterally impose devastating tariffs on key global trade partners across Europe, Asia, and Latin America under the guise of national security. Congress must not abdicate its constitutional responsibility to regulate foreign commerce. Ceding such vast power to President Trump undermines essential balances of power and threatens global economic stability. I strongly urge you to vote against the Lindsey O. Graham Sanctioning Russia Act in its current form and reclaim legislative authority over trade policy
