Members of Congress, I write to urge immediate congressional action in response to escalating abuses by U.S. Immigration and Customs Enforcement (ICE). Recent court deference to executive immigration enforcement has left a dangerous accountability gap. When judicial oversight is limited, responsibility shifts squarely to Congress. ICE now operates with expansive discretion, weak statutory constraints, and minimal real-time checks on the use of force. The predictable result has been unlawful stops, excessive force, and lethal encounters that violate basic constitutional protections. Congress created ICE. Congress funds it. Congress defines the scope of its authority. If ICE brutality continues unchecked, it is not a failure of law — it is a failure of legislative will. I urge you to: - Hold immediate oversight hearings on ICE enforcement tactics and use of force  - Establish clear statutory limits on stops, detention, and lethal force  - Condition funding on enforceable accountability and transparency requirements  Absent legislative action, abuses will continue, and responsibility will rest with this body.
