Impeach Russell Vought for Violating Federal Law and Constitutional Authority
To: Sen. Cruz, Sen. Cornyn, Rep. Hunt
From: A verified voter in Houston, TX
March 9
I am writing to urge you to support the impeachment and removal of Russell Vought, Director of the Office of Management and Budget, for high crimes and misdemeanors. Current and former federal workers across more than 30 agencies have documented systematic violations of federal law and constitutional authority that demand congressional action.
Vought has withheld over $410 billion in congressionally appropriated funding in direct violation of the Impoundment Control Act, including freezing $5 billion from the Inflation Reduction Act. He has publicly declared his belief that the Impoundment Control Act is unconstitutional while serving in an office charged with implementing it. This represents a fundamental breach of his oath of office and an assault on congressional authority over federal spending.
His obstruction extends beyond impoundment. Vought removed the apportionment website from public view in violation of statutory transparency requirements and created programmatic delays specifically designed to prevent agencies from spending funds as Congress directed. At the Consumer Financial Protection Bureau, where he assumed the role of Acting Director, he attempted to fire nearly all staff and dismissed settled cases worth billions, including $80 million owed to defrauded service members.
Federal workers from HUD, EPA, FEMA, NIH, and USAID report witnessing the systematic dismantling of their agencies. Vought has directed the closure of USAID, issued stop-work orders across agencies, and defunded the Council of the Inspectors General on Integrity and Efficiency to eliminate oversight. He has stated his intent to traumatize civil servants and described career federal workers as villains.
These actions harm constituents directly by allowing corporations to cheat consumers without consequences, reducing funding for cancer research, decreasing disaster recovery assistance, and undermining programs that protect food and water supplies, track epidemics, and respond to natural disasters.
Although lower courts have declared these actions illegal, the Supreme Court has stayed these rulings, enabling continued lawlessness. Congressional action through impeachment is the remaining constitutional remedy to restore the rule of law and preserve the separation of powers. I urge you to support impeachment proceedings against Russell Vought immediately.
