Oppose the Proposed Federal Rule Weaponizing Grant Funding Against Trans People

To: Sen. Slotkin, Sen. Peters, Rep. Walberg

From: A verified voter in Stevensville, MI

July 9

Block this proposed federal rule before the July 13 comment deadline. The Trump administration's "Regulation for Federal Financial Assistance" would strip funding from any institution that acknowledges transgender people exist — hospitals, universities, nonprofits, homeless shelters — across all 42 federal agencies. That is not a policy disagreement. That is the government using public money to erase a class of citizens. I am a transgender person and a constituent. This rule would allow political appointees — not experts, not peer reviewers — to screen grant recipients for whether they "deny the sex binary," meaning any organization with an inclusive HR policy or a bathroom that reflects reality could lose federal funding entirely. It explicitly strips Bostock v. Clayton County from the federal grants framework. The National Center for Missing and Exploited Children has already been forced to deadname missing transgender children. RAINN removed support resources for LGBTQ+ survivors. More than 40 hospitals have stopped providing care to transgender youth. Unlike an executive order, this rule would take significant effort to reverse. Oppose it publicly, submit formal comments against it, and use every legislative tool available to stop it from taking effect.
