I’m writing to ask you to support and cosponsor the GRANITE Act—H.R. 10174 in the House, or its Senate companion, S. 5478.
The bill draws an important line: a foreign government should not be able to use U.S. courts to enforce a censorship order against speech that would be protected by the First Amendment here. It would also let people targeted by such an order ask a federal court to declare it unenforceable. That remedy matters: the threat of costly legal action can be enough to push a platform or speaker to remove lawful content or disclose information, even without a U.S. court enforcing the order.
This is a practical, limited safeguard—not a blank check to sue for damages. The bill’s remedy is declaratory relief, and it builds on the principle behind the bipartisan SPEECH Act: U.S. courts should not enforce foreign judgments that violate American speech protections. The R Street Institute supports the federal bill, while digital-rights advocates have also emphasized the importance of protecting people’s ability to speak and organize online.
Free expression should not depend on which government objects to a speaker’s viewpoint. Please cosponsor the GRANITE Act and help move it forward.
