This risks unduly restricting free speech and freedom of association rights, enabling potential overreach against lawful advocacy groups that simply hold unpopular viewpoints. While countering terrorism financing is important, the bill goes too far in compromising constitutional protections. Lawmakers should explore more narrowly-tailored approaches that achieve security objectives without jeopardizing core civil liberties.
