Why Tesla Receives Special Treatment in North Carolina Under “Freedom to Buy”?

I’m writing as a constituent to request clarity and fairness regarding North Carolina’s “Freedom to Buy” framework for electric vehicles (EVs). Specifically, I want to understand why Tesla appears to receive special treatment that is not equally available to other manufacturers, allowing Tesla to operate direct-to-consumer sales more broadly than its competitors.
North Carolina should not create a regulatory “two-tier” marketplace where consumers get fewer choices and potentially higher costs depending on which brand they want. When a driver is ready to purchase an EV, the consumer benefit should come first: transparent pricing, straightforward ordering, and responsive service options. Allowing direct sales (or equivalent consumer access mechanisms) from financially capable automakers would help ensure competition and consumer choice without reducing overall market stability.
I also encourage you to evaluate the underlying rationale for any exemptions. If exemptions were justified for reasons such as product safety, warranty fulfillment, consumer protections, or service readiness, then those same standards can be applied to other manufacturers that already operate with strong financial backing and established distribution/service networks.
Many financially stable EV and electrified vehicle manufacturers are well-positioned to meet consumer protections and service/warranty requirements, including Toyota, Hyundai (and Kia), Volkswagen, BMW, Mercedes-Benz, Nissan, Honda, and General Motors/Ford/Stellantis (with their respective electrification programs and support systems).
Please explain: (1) what criteria allow only certain manufacturers to sell direct-to-consumer in North Carolina, (2) what consumer-protection or market-stability metrics justify those differences, and (3) whether you will support legislation or amendments that would allow consumers to purchase EVs directly from other manufacturers on equal terms.
