Oppose H.R. 7147 and Defund ICE by Clawing Back $75 Billion Slush Fund

I am writing to urge you to oppose H.R. 7147, the House-passed Department of Homeland Security appropriations bill, and to support legislation that claws back the $75 billion ICE slush fund created by H.R. 1 last year. With the January 30th deadline approaching for Congress to pass remaining appropriations bills for fiscal year 2026, this is a critical moment to take action against an agency that has become a threat to public safety.
Since its establishment in 2003, Immigration and Customs Enforcement has been accused of terrorizing immigrant communities through unconstitutional border checkpoints, family separations, denial of due process rights, and subjecting detained immigrants to physical, sexual, and mental abuse. The recent escalation of violence under the current administration demands immediate congressional intervention. The killing of Renee Good in Minnesota marked the 9th ICE shooting since September 2025 alone, demonstrating that this agency poses a danger not only to immigrants but to all residents.
The $75 billion slush fund provided to ICE through H.R. 1, referred to as the "One Big Beautiful" bill, was allocated without guardrails or conditional oversight. This unprecedented funding has enabled ICE to continue violent attacks on communities with zero accountability. Any DHS appropriations bill or Continuing Resolution that maintains this funding level perpetuates these abuses.
I am asking you to take two specific actions before the January 30th deadline. First, vote against H.R. 7147 or any DHS appropriations bill that continues funding ICE at current levels. Second, cosponsor and support legislation that claws back the $75 billion allocated to ICE in H.R. 1. These agencies have proven they cannot be reformed through oversight alone. The pattern of violence, constitutional violations, and lack of accountability demonstrates that defunding and dissolving ICE is the only path forward to protect both immigrant and citizen communities from further harm.
