Congressional Investigation Needed Into ICE Hiring and Vetting Failures

I am writing to urge you to demand an independent investigation and congressional hearings into deeply disturbing allegations of systematic failures in the pre-employment vetting of U.S. Immigration and Customs Enforcement personnel hired during the recent recruitment surge. According to recent reporting and a whistleblower complaint by a senior ICE official, the agency made final job offers and sent applicants into training before basic identity confirmation, fingerprint verification, criminal history checks, credit checks, and other preliminary screening had been completed. Some recruits reportedly entered field positions while full background investigations were still pending. This is not a minor administrative lapse. ICE personnel may have access to sensitive federal databases, immigration records, operational plans, federal facilities, and other information critical to law enforcement and national security. Allowing inadequately vetted individuals into those positions creates an unacceptable risk of misconduct, corruption, coercion, unauthorized disclosure, and the penetration of federal operations by organized crime or hostile foreign governments. The human cost is also profound. Approximately 2,000 children are reportedly held in custody after being detained by ICE. Their trauma, fear, and vulnerability are directly worsened when the government entrusts the detention and treatment of children to personnel hired and deployed under allegedly weakened screening and training standards. Children and families should not bear the consequences of an avoidable breakdown in federal oversight. The allegations that politically connected or political appointee applicants were exempted from normal requirements are equally alarming. There must not be one set of security rules for ordinary recruits and another for individuals favored by those in power. Any such double standard would undermine the integrity of the federal personnel security system and could allow individuals with undisclosed criminal, financial, or foreign ties to obtain sensitive access. I urge you to support immediate reviews by the Government Accountability Office and the Department of Homeland Security’s Office of Inspector General, and to call public congressional hearings on ICE hiring, vetting, training, and oversight. Congress should determine who authorized these deviations, how many recruits were later rejected or removed, and whether any personnel had gang, organized crime, foreign government, or other disqualifying connections. Congress must also determine whether senior DHS officials ignored warnings or authorized practices that contributed to preventable harm, including the the fatal shooting of Johan Sebastián Durán Guerrero, a Colombian immigrant, in Biddeford, Maine, on July 13.. If leadership failures or negligent hiring decisions played a role, those officials should be held accountable. ICE’s staffing needs cannot justify abandoning basic safeguards. Please treat this as an urgent oversight and national security matter.
