Investigate GEO Group Contracts for Trump-linked Pay-To-Play Donations

As your constituent, I urge you to support a comprehensive congressional investigation into the relationship between the Trump administration, the GEO Group, and federal immigration detention contracts. Recent campaign finance disclosures show that GEO Reentry Services, a GEO Group subsidiary, donated $1 million to MAGA Inc. on July 16, three days after GEO announced an $85 million per year, five year contract with U.S. Immigration and Customs Enforcement to operate a 1,188 bed detention center in Hudson, Colorado. GEO donated another $413,000 on July 31, two days after announcing a second five year ICE contract worth $80 million annually to operate a 1,320 bed facility in Winton, North Carolina. There is no publicly established evidence that these donations directly caused the contracts. However, their timing and scale create a serious appearance of potential pay to play influence. Together, the contracts could provide GEO with $165 million annually, or approximately $825 million over five years. GEO Reentry Services has donated more than $4.4 million to MAGA Inc. since the beginning of last year. The need for scrutiny is reinforced by GEO’s reliance on ICE contracts and its sharp increase in profits during the administration’s mass deportation campaign. GEO reported $254.3 million in net income last year, compared with $31.9 million during the final year of the Biden administration. The North Carolina facility, which GEO owns, had been closed since 2021 after the federal government moved away from for profit prison contracts. Congress should investigate the procurement process, including contract evaluations, approvals, communications, and contacts among ICE, the Department of Homeland Security, GEO, MAGA Inc., and administration officials. It should also examine whether the appointment of former GEO official David Venturella as acting head of ICE created a conflict of interest or required recusal. Please request inspector general investigations into procurement integrity, ethics compliance, contractor access, and conditions at GEO operated facilities. Congress should require greater transparency regarding detention costs, inspections, incidents, ownership, and performance. Future contracts should be suspended or terminated when operators fail to meet health, safety, and humane treatment standards. Political donations should never create the appearance that public contracts are awarded in exchange for financial support. Please act promptly to protect taxpayers, detainees, and the integrity of federal contracting.
