I am writing to demand immediate congressional oversight of Immigration and Customs Enforcement operations, particularly the January 7th shooting death of Renne Good in Minneapolis. This tragedy exemplifies a pattern of ICE overreach that violates federal law, constitutional protections, and the agency's own use-of-force guidelines.
Renne Good was not a terrorist or protester. She was a Minneapolis resident who had just dropped her child off at school and was trying to return home. Videos from witnesses and an ICE agent's cellphone show agents surrounding her stationary vehicle, attempting to open her door, and firing into the vehicle as she moved forward. ICE policy permits firing into a moving vehicle only when someone inside has a deadly weapon or when the vehicle poses a threat with no reasonable alternative, including simply moving out of the way. Close examination of available footage suggests the agent did not follow department policy, raising serious Fourth Amendment concerns about unreasonable seizure and excessive force.
This incident is not isolated. Over 70% of those detained by ICE have no criminal record, contradicting claims that operations only target criminals. Multiple videos document ICE agents entering homes without judicial warrants, detaining people without probable cause, and misrepresenting their authority. Federal courts have repeatedly ruled that ICE detainers and some arrest practices violate the Fourth Amendment.
ICE has two investigative arms with defined limits: Homeland Security Investigations handles crimes connected to federal immigration, customs, or border laws, while Enforcement and Removal Operations handles civil immigration violations. ICE is not authorized to investigate ordinary crimes without immigration connection, act as a general police force, or conduct crowd control at protests. Even if Good had hit an agent by accident or panic, which she did not, it would have fallen under local police jurisdiction.
I urge you to launch a full congressional investigation into ICE operations, hold hearings on the Renne Good shooting, and introduce legislation establishing clear accountability mechanisms and independent oversight for ICE enforcement actions. Constitutional protections must apply to everyone, and federal agencies must operate within the law.
