Within weeks of the military intervention that removed President Nicolás Maduro, the White House approved a deal with the trading company Trafigura to export Venezuelan gold. Officials celebrated the first shipment with photographs and fanfare, yet hundreds of millions of dollars in gold now sits untouched in American warehouses because refiners refuse to certify its legal origin.
