I’m writing as a constituent to urge your support for the Protecting Our Democracy Act (S. 2838/H.R. 8831). This bill takes concrete steps to deter corruption and foreign influence, strengthen transparency and oversight, and protect the integrity of elections and public service.
What makes this act urgent is that the kinds of conduct it targets are not hypothetical. Recent real-world actions by the President show how improper use of the pardon can erode public trust. For example, the extensive use “pay-to-play” pardons — such as those extended to Charles Kushner, Julio Herrera Velutin, Changpeng Zhao, Trevor Milton, Henry Cuellar, Paul Walczak and Adam Kidan to name but a few — illustrate why Congress needs clear, enforceable rules barring improper payments connected to pardons and presidential appointments.
Similarly, foreign business dealings that raise concerns about improper access or influence—such as the Kazakhstan Tungsten deal and the UAE AI chips deal—underscore why strong conflict-of-interest and accountability safeguards are necessary. And the public reporting around the Qatari jet deal further demonstrates how private benefits can distort decision-making if not constrained by effective anti-corruption rules.
The Protecting Our Democracy Act is a practical, targeted response: it aims to close loopholes that allow unethical influence to persist, while establishing clearer standards for transparency and accountability. This is the kind of bipartisan, rule-based governance Americans deserve.
