Stop Executive Overreach Vote NO on HR 1180 which repeals the Impoundment Control Act (ICA) of 1974
In an era of unprecedented executive overreach, why would Congress cede even more power to the executive branch?
Repealing the Impoundment Control Act of 1974, as proposed by HR1180 would:
Undermine Congressional Power of the Purse: Repealing the ICA would erode Congress’s exclusive constitutional authority to determine federal spending, fundamentally shifting the balance of power toward the executive branch.
Threaten Checks and Balances: The ICA was enacted to prevent abuse of presidential power. Its repeal could open the door to unilateral executive decisions on which programs get funded, undermining democratic accountability and the separation of powers.
Increase the Risk of Policy Manipulation: Without the ICA, a president could potentially withhold funds for programs they personally oppose, even if those programs were enacted by Congress and reflect the will of the electorate, leading to policy implementation based on executive preference rather than legislative mandate.
