I urge you to vote against H958 unless Section 2.3.(b) is substantially modified to address serious flaws in its voter removal process. Section 2.3.(b) requires automatic removal of voters matching federal noncitizen databases like USCIS SAVE. This creates an unacceptable risk of disenfranchising eligible U.S. citizens because these databases are fundamentally unreliable for voter verification: Federal Databases Are Not Designed for Voter Verification The U.S. Commission on Civil Rights found that SAVE is incomplete, not updated to include all naturalized citizens, and excludes derivative citizens. These databases were created for benefit eligibility, not voter roll maintenance. Data Matching Produces Significant Errors Cross-database matching consistently generates false positives due to name variations, date discrepancies, and incomplete records. Naturalized citizens are especially vulnerable—their citizenship may be recorded in some federal systems but not others, triggering false flags. The 2025-2026 SAVE Expansion Removes Safeguards Queries using Social Security numbers now bypass SAVE's required additional verification process. Voters face removal based on unreliable initial results never intended as final determinations. Real-World Precedent In 2019, Texas wrongly threatened to remove tens of thousands of naturalized citizens based on outdated DMV records. Automatic removal without adequate safeguards will produce similar errors. Required Modifications If Section 2.3.(b) proceeds, it must include: Mandatory manual review before any removal Direct notification to affected voters with clear appeal rights Confirmation through multiple independent sources A reasonable waiting period for voters to challenge removals Conclusion Election integrity matters, but so does protecting eligible citizens' fundamental right to vote. Automatic removal based on flawed federal databases prioritizes neither. I urge you to vote against H958 unless these protections are added to Section 2.3.(b). Thank you for your consideration.
