An open letter to the U.S. Congress

Investigate Presidential Pardons for Trump-linked Bribery & Corruption

As your constituent, I am writing to demand Congressional oversight into what appears to be systematic pay-to-play corruption in President Trump's clemency decisions. The presidential clemency power must be exercised on lawful, case-specific grounds—not to reward political or financial relationships. Pattern of Corruption Recent reporting documents a troubling pattern: 1) Julio Herrera Velutini (Puerto Rico banker): Convicted of federal bribery and conspiracy. His daughter donated $3.5 million to Trump's MAGA, Inc. super PAC before his pardon. Trump simultaneously pardoned Herrera's co-conspirators. 2) Changpeng Zhao (Binance executive): Pardoned after Binance brokered a $2 billion investment in Trump's crypto business, World Liberty Financial. Binance had facilitated over 1.5 million illegal transactions to terrorist organizations. 3) Trevor Milton (Nikola founder): Convicted of securities fraud. Milton donated $920,000 to Trump's campa3ign before receiving a pardon that erased his $661 million restitution obligation to defrauded investors. 4) Henry Cuellar (Former U.S. Congressman): Scheduled for trial on bribery and money laundering charges when Trump pardoned him and his wife. When Cuellar declined to switch parties afterward, Trump criticized his "lack of LOYALTY" on Truth Social—revealing the pardon's transactional nature. 5) Paul Walczak (Tax evader): Pardoned after his mother attended a $1 million-per-person Mar-a-Lago fundraiser. His pardon erased over $10 million in owed restitution. Trump's second-term pardons have forgiven over $1.5 billion in criminal fines and victim restitution. Former Pardon Attorney Liz Oyer testified the process suffers from "ongoing corruption." Trump fired her in March 2025 and installed political loyalist Ed Martin, who justified pardons under the motto "No MAGA left behind." Congressional action - not just criticism - is required. I request immediate oversight including: (1) Records and communications from the Office of the Pardon Attorney, White House Counsel's Office, and any political operatives involved in pardon advocacy (2) Documentation showing how conflicts of interest, donor relationships, and political loyalty concerns were—or were not—addressed (3) Sworn testimony from current and former Pardon Attorneys, Justice Department ethics officers, White House officials, and anyone aware of donor contributions tied to clemency decisions If oversight confirms donor influence and political favoritism, I urge you to recommend reforms including public disclosure of all clemency communications, mandatory recusal for officials with conflicts, and restoration of the Pardon Attorney's independence. The American people deserve a government where justice is not for sale.
