Trump's latest pocket rescission — canceling nearly $1 billion in congressionally approved spending days before the fiscal year ends — is an impeachable offense, and I want you to pursue accountability measures accordingly. This isn't a policy disagreement. The Government Accountability Office has explicitly called pocket rescissions illegal, and Sen. Susan Collins, chair of the Senate Appropriations Committee, confirmed that the White House's Office of Management and Budget "intentionally withheld these funds for months to execute this unlawful cancellation."
The Impoundment Control Act exists precisely to prevent a president from unilaterally nullifying Congress's power of the purse. Trump has now done this twice, canceling $4.9 billion in foreign aid last year and now $810 million more — without warning or consultation with lawmakers. Bipartisan appropriations, signed into law, are being erased by executive fiat. That is not a gray area.
