I'm writing about the recent U.S.-Iran peace negotiations and the memorandum of understanding reached after the exchange of strikes earlier this month. Reports indicate that Secretary of State Marco Rubio told lawmakers in a briefing that this agreement lacks the enforceable criteria, benchmarks, and thresholds that characterized the 2015 JCPOA. I'm concerned about what oversight currently exists, and I'm asking you to take concrete action.
Specifically, I urge you to:
1 Push for a public, unclassified briefing on the terms of this memorandum of understanding, so constituents can understand what — if any — enforcement mechanisms, verification requirements, or benchmarks it contains.
2 Request a GAO or Inspector General review of how funds tied to this negotiation and the broader Iran strategy have been spent, given the reported figure of over $100 billion connected to this effort.
3 Co-sponsor or support legislation requiring congressional review of any final Iran agreement, similar to the framework established by the Iran Nuclear Agreement Review Act, so that any lasting deal can't bypass legislative oversight.
4 Demand clarity on enforcement mechanisms — specifically what happens if Iran does not comply with the terms of this memorandum, and what verification process, if any, exists to confirm compliance.
5 State your position publicly on whether this agreement provides sufficient national security safeguards compared to prior nuclear agreements, and what your office is doing to ensure proper oversight going forward.
