Here is a draft message urging a vote against H.R. 9495: This proposed legislation poses a grave threat to civil liberties by allowing the executive branch to unilaterally designate non-profit organizations as "terrorist supporting" and strip them of tax-exempt status without due process. The broad and vague definition of what constitutes "material support" could enable the targeting of civil rights groups and other lawful advocacy organizations over political disagreements. Empowering the government to deprive organizations of their fundamental rights based solely on the administration's determination, without judicial review or an opportunity to contest the designation, is unconstitutional and un-American. I implore you to protect the First Amendment freedoms that are the bedrock of our democracy by voting no on H.R. 9495. This bill's disregard for constitutional protections sets a dangerous precedent that endangers all Americans.
