Stop the illegal extrajudicial killings of people in boats. Congress has not authorized acts of war. If there are drug smugglers on these boats, interdict them when they enter US waters and arrest the criminals. The killings so far are at best war crimes, and at worst murder. We cannot let the United States slip into lawlessness and become an international pariah state.
