Presidents should not be able to unilaterally levy tariffs for longer than a President can commit US Armed forces without Congressional approval.  The War Powers Act requires a President to have a Congressional Declaration of War to use the Armed Forces for longer than 60 days. A President should not be able to engage in Economic War without restriction.
