An Open Letter

To: Rep. Kelly, Sen. Duckworth, Sen. Durbin

From: A constituent in Chicago, IL

November 20

I urge you to oppose H.R. 9495, the so-called "Stop Terror-Financing and Tax Penalties on American Hostages Act." This dangerous bill would give the Secretary of Treasury broad and easily abused new powers to strip U.S. nonprofits of their tax-exempt status without due process. Nonprofits would not have a meaningful opportunity to defend themselves, as the reasons and evidence for such decisions need not be disclosed. Even the threat of such arbitrary action could chill the legitimate activities of many nonprofit organizations across the country. Over 130 civil liberties, religious, reproductive health, immigrant rights, human rights, racial justice, LGBTQ+, environmental, and educational groups have signed a letter opposing this unacceptable overreach of executive power against nonprofits. Please stand against this bill that jeopardizes the vital work of the nonprofit sector by urging your colleagues in Congress to vote no on H.R. 9495.
