When force is used without addressing the underlying criminal networks, intelligence needs, and international cooperation required to combat drug trafficking, bad actors adapt while innocent people are placed at risk. Reports indicate that recent military strikes against alleged drug trafficking vessels did not reduce cocaine availability or prices in the United States, while pushing trafficking organizations to change tactics rather than stopping the flow of drugs. The United States must not create a playbook that rogue states and authoritarian governments can use to justify their own abuses. When we normalize killing suspects without due process, we weaken our ability to challenge human rights violations and unlawful actions by hostile governments around the world. America’s strength comes from our institutions, our courts, our alliances, and our commitment to the rule of law—not from abandoning those principles when confronting difficult problems. I urge you to: • Demand transparency and accountability for any use of military force against suspected criminal organizations. • Ensure that law enforcement, intelligence gathering, international partnerships, and proven investigative methods remain the foundation of counter-narcotics policy. • Reject policies that expand executive power without meaningful oversight from Congress and the courts. • Protect the constitutional principles that have guided our nation for generations. The fight against drug trafficking is real and requires strong action, but strength must be guided by law. The United States cannot defend democracy abroad while weakening the rule of law at home. Please stand firmly against extrajudicial actions and protect the principles that make America a model of justice and accountability.
