A group of teenagers tortured this cat, named Dino, by lighting fireworks on his body and throwing him into the air. Despite surviving, Dino suffered severe injuries and is now receiving emergency care. This incident is not isolated. Similar cases, such as the one reported by People magazine involving a cat with firecrackers placed in its mouth, highlight a disturbing pattern of animal cruelty in our city. Studies have shown that individuals who commit animal cruelty are more likely to engage in violent crimes against humans. The Animal Legal Defense Fund underscores the link between animal abuse and subsequent violent behavior, emphasizing the need for robust legislative action. I urge you to consider implementing stronger felony laws to protect animals against such cruelty. Specifically, I propose that New York look to states like Maine and Illinois, recognized for their comprehensive animal protection laws. In Maine: • Animal Cruelty and Neglect: Classified as a “Class D” crime, punishable by up to 364 days in jail and a $2,000 fine. Aggravated cruelty is a “Class C” crime, punishable by up to 5 years in prison and a $5,000 fine. The law covers physical abuse and failure to provide necessary care. In Illinois: • Felony Animal Cruelty Laws: Strict provisions for all species, making animal fighting a RICO offense with severe penalties. • Psychological Evaluations: Mandatory for juveniles and hoarders convicted of cruelty. • Protection Orders: Animals can be included in domestic violence protection orders. Additionally, there should be provisions addressing juvenile offenders, including mandatory counseling and community service in animal welfare organizations. New York has the potential to lead the nation in animal protection. By enacting stringent laws and ensuring rigorous enforcement, we can create a safer environment for animals and prevent future cruelty. Thank you for your attention to this urgent matter. I trust that you will consider these recommendations and take necessary steps to protect the animals of New York.
