Numerous respected NGOs and the United Nations have warned that such expansive counterterrorism measures disrupt impartial aid, obstruct peace negotiations, and put civilian lives at greater risk. Upholding established legal processes and human rights safeguards is crucial to address violence through legitimate political solutions rather than inflaming conflicts further. I urge you to vigorously oppose HR9495 and any legislation that compromises our ability to alleviate suffering and resolve violent conflicts through diplomatic channels.
