In 1950, President Truman sent our troops to South Korea to stop the invasion by North Korea. He should have asked Congress to declare war. Many Presidents in the past 75 years have put us into undeclared wars. It is time for Congress to tell President Trump and future presidents that wars will not be fought without a declaration by Congress. In the event of an emergency causing the President to take military action on day one, he must go to Congress for the declaration on day two.
