I am writing to formally urge a comprehensive investigation into the recent use of presidential pardons and clemency. As of April 2026, the unprecedented volume and nature of these actions raise serious questions regarding both public safety and the mental fitness of the President to exercise such absolute executive power. Since January 2025, President Trump has issued over 1,800 clemency actions, including a mass pardon of roughly 1,500 January 6 defendants. Public reporting and watchdog analysis now indicate that at least 33 of these individuals have since been rearrested for serious crimes. These include: • Child Exploitation: Individuals like Andrew Paul Johnson and Daniel Tocci, now charged with child sexual abuse and possession of abuse material. • Violent Threats & Crime:Recipients charged with violent assault and felony threats against members of Congress. The extension of clemency to high-level fraudsters like David Gentile($1.6 billion Ponzi scheme) and narcotics traffickers like Juan Orlando Hernández (400 tons of cocaine) further highlights a breakdown in traditional vetting. Beyond the safety risks, there is a growing bipartisan concern that these erratic, impulsive, and often incoherent clemency decisions reflect a significant decline in the President’s mental capacity. Current reporting and statements from former allies suggest that the President’s increasingly "unstable" and "unhinged" behavior warrants an independent medical and cognitive assessment to ensure he is capable of performing the duties of his office. The use of absolute pardon power as a tool of personal whim rather than structured justice suggests an irrationality that Congress must investigate, potentially under the oversight frameworks of the 25th Amendment. I respectfully request that Congress exercise its oversight authority to investigate these decisions and evaluate the President's continuing fitness to exercise such critical executive functions.
