Oppose HB4213 and Defund Immigration and Customs Enforcement

To: Rep. Clyde, Sen. Warnock, Sen. Ossoff

From: A constituent in Buford, GA

January 22

I urge you to oppose HB4213, the Department of Homeland Security Appropriations Act for 2026, specifically because it allocates $10,967,045,000 to Immigration and Customs Enforcement operations. This funding perpetuates a system that causes immense harm to immigrant communities while failing to address the root causes of migration or improve public safety. ICE's enforcement priorities under this bill target individuals based on vague criteria like alleged ties to criminal organizations or perceived national security threats, creating a framework for discriminatory enforcement. The legislation mandates GPS monitoring for all non-detained immigrants through the Alternatives to Detention Program, turning surveillance into standard practice rather than incarceration alternatives. It prohibits transporting undocumented people into the U.S. interior except for law enforcement purposes, effectively eliminating humanitarian considerations from enforcement decisions. The bill's restrictions on medical care are particularly cruel. It prohibits hormone therapy and gender-affirming care for ICE detainees, violating their constitutional right to adequate medical treatment while in federal custody. It also restricts abortion services to only cases involving life endangerment, rape, or incest, denying comprehensive reproductive healthcare to detained individuals. Beyond the direct harm to detained people, this appropriation restricts employment authorization for asylum applicants with denied claims or pending criminal charges, trapping people in legal limbo without means to support themselves. It blocks asylum processing for individuals who transited through other countries without first seeking protection there, contradicting our obligations under international refugee law. Rather than funding an agency that separates families and denies basic human dignity, I ask you to vote against HB4213 and support alternative approaches that prioritize community safety, due process, and humane treatment of all people regardless of immigration status. Our constituents deserve better than billion-dollar investments in enforcement systems that undermine our values.
