The Russian Federation has consistently demonstrated an unwillingness to engage in good-faith negotiations to end the conflict in Ukraine. Their actions violate international law and undermine global security. It is imperative that we implement stringent mechanisms to hold Russia accountable and compel them to cease their aggression. The Sanctioning Russia Act of 2025 proposes crucial economic sanctions and other punitive measures should Russia refuse genuine peace talks or initiate further military action. Allowing this belligerent behavior to continue unchecked poses grave risks. I urge you to support this legislation as a necessary step towards restoring peace and upholding the rules-based international order. Failing to act now will only embolden Russia's reckless conduct and jeopardize our long-term interests. We cannot afford inaction in the face of such flagrant violations of sovereignty and human rights. Passing this bill will demonstrate our resolve to pursue a diplomatic resolution while making clear there will be severe consequences for continued transgressions.
