Protect Affordable Care Act subsidies while recognizing them as a critical bargaining tool in restoring legislative authority. 2. Use the power of the purse and legislative negotiation to reassert Congress's Constitution roll. 3Exercise its authority under the Exceptions Clause to prevent further erosion of the separation of powers. This is not only about Healthcare. It is about defending the very foundation of our democracy and ensuring that the Legislative Branch - the Branch close st to the people - is not over shadowed by Executive overreach.
