Before launching large-scale military operations with enormous implications for global geopolitical stability, it is essential that the United States have a clear, credible plan to achieve a stable, durable, and democratic outcome for the region in question. Military force without a defined strategy for long-term political stability risks deepening conflict rather than resolving it. It is equally important that any cross-border military engagement reflect proper constitutional process. The power to declare war resides with Congress, and meaningful congressional authorization is not a formality, it is a foundational safeguard within our system of checks and balances. Acting with clear legislative alignment strengthens both the legitimacy and the effectiveness of U.S. action abroad. Finally, if we are to uphold the values that define the United States, military operations must be conducted with the utmost care to preserve the lives and liberties of civilians and to respect human dignity. Our commitment to the rule of law and to internationally recognized principles governing the use of force must not waver in moments of crisis. The current military operations in Iran raise serious concerns with respect to these principles. I urge our leaders to hold themselves and one another accountable to the Constitution, to established international norms, and to the moral commitments that underpin American leadership in the world. Before doing anything else, I urge our nation to: 1. Pause or halt current military operations that will put further civilians at risk. 2. Seek formal congressional authorization before continuing. 3. Publicly articulate a clear strategic plan and end-state. 4. Commit to civilian protection standards and oversight.
